Derek Gilman

Biography

Derek was General Counsel and Principal Director of the U.S. Defense Security Cooperation Agency, where he was chief legal advisor on over $30 billion of government-to-government sales annually. He also served as Chair of the DoD Offsets Working Group and as legal advisor on offsets to the Under Secretary of Defense for Acquisition, Technology, and Logistics. He was DoD counsel on numerous high-profile matters, including the U.S. Unmanned Aerial System (UAS) policy, the Arms Trade Treaty, the Israel Deferred Payment Program, changes to U.S.-Japan defense export policy, and the Korea F-35 sale. He has worked with the European Commission at the Director General level on issues related to U.S.-EU Member State defense trade. Previously, Derek was DoD senior counsel for Afghanistan-Pakistan matters, and served as U.S. Government counsel supporting the “reset” summit with Russia. He was also senior DoD counsel for International Armaments Cooperation, where he served as DoD counsel for the negotiation of the JSF PSFD MOU, and negotiated treaties and numerous international agreements, including those pertaining to military satellites.

He served in Iraq with the Coalition Provisional Authority where, consistent with UN Security Council Resolutions, and in concert with the IMF, World Bank, Iraqi leadership, and Coalition governments, he supervised the revision of 30 Iraqi laws to enable Iraq to transition to a market economy. He was also principal U.S. advisor on the establishment of the war crimes tribunal that tried Saddam Hussein.

Derek was also an Executive Director with Ernst & Young, where he focused on complex international tax matters, and served as counsel with the law firm of Day, Berry & Howard, with a practice in business and tax law. He is a retired colonel in the U.S. Army Reserve and is one of the authors of the DoD Law of War Manual.

John D. Cohen

Biography

John currently serves as a Distinguished Professor of Professional Practice in Criminal Justice in the Rutgers University School of Arts and Sciences as well as the Director of the University’s Center for Intelligence Studies. He is also an on-air expert for ABC News on homeland security, terrorism and law enforcement issues. He has over three decades of experience in law enforcement and homeland security. Most recently he served as the Acting Under-Secretary for Intelligence and Analysis (I&A) and Counterterrorism Coordinator for the United States Department of Homeland Security (DHS). During his time at DHS, Mr. Cohen was a direct adviser to the Secretary and he oversaw the development and implementation of a number of high visibility Department-wide crime prevention, counterterrorism and border and transportation security initiatives. Mr. Cohen also led the Department’s efforts to establish multi-disciplinary programs focused on: countering violent extremism; preventing and responding to mass casualty/active shooter attacks; improving information sharing; and expanding DHS’ interactions and collaboration with state and local law enforcement organizations, private sector companies and faith-based organizations.

Previously Mr. Cohen served as the Senior Advisor to the Program Manager for the Information Sharing Environment, Office of the Director of National Intelligence, where he authored and coordinated the implementation of key components of the 2007 National Strategy for Information Sharing.

Mr. Cohen has an extensive background in homeland security and law enforcement operations and policy development. He was Senior Homeland Security Policy Advisor to a number of State and local officials including the Governors of the Commonwealth of Massachusetts and the State of Arizona. In 2004 he was selected by the National Journal as one of the “100 Key People in Homeland Security.” He was also named “Law Enforcement Person of the Year,” by Law Enforcement News for his work in developing and establishing a national non-emergency number, 3-1-1. He has worked within the private sector and has held a variety of government positions including: Special Agent, Office of Naval Intelligence; Police Detective and Patrol Officer, City of Gardena, CA; Senior Investigator, House Judiciary Committee, U.S. House of Representatives; and Senior Policy Advisor to the Director, Office of National Drug Control Policy, Executive Office of the President of the United States. He is the recipient of a number of awards and commendations including the Drug Enforcement Administration “Administrator’s Award,” The South Bay “Medal of Valor,” and the Department of Homeland Security’s “Distinguished Service Medal.”

John Shavinsky

Biography

John brings over thirty years of aviation industry experience to GlobalView.  He is currently a Principal at LAS Consulting, which provides advisory services and project management in the areas of aircraft acquisition, aircraft leasing, aircraft specification development, technical support, and asset management.  Previously, John was the Chief Operating Officer of Intrepid Aviation and Senior Vice President in charge of New Aircraft Acquisitions, Project Management and Technical Services at CIT Aerospace. During his time at CIT and Intrepid Aviation, John was responsible for a fleet of over 300 aircraft, managed over 400 aircraft deliveries, and negotiated the purchase of over $33 Billion of aircraft.

John began his career as an engineer with Boeing Commercial Aircraft, with assignments in Flight Test, Customer Training, Flight Crew Operations and Customer Engineering. He then moved to International Lease Finance Corporation (ILFC), where he was Assistant Vice President responsible for aircraft configuration and purchasing. John holds a Law Degree from the Seattle University School of Law and a B.S. in Electrical Engineering from Penn State University. He serves on the Penn State University College of Engineering advisory board, and is a licensed commercial pilot.

Ken Byrne

Biography

Ken is an information and technology industry veteran with more than 25 years of experience in sales management, customer experience and sales operations. He has held senior management positions at key software and technology companies including SAP as U.S. Head of Capital Markets Sales, Managing Director for Eze Software and  Executive Vice President, Head of Worldwide Field Operations at Calypso Technology.

In 2009 he co-founded FlexiSphere, an early entrant in the cloud computing industry, where he was responsible for sales and marketing. Earlier in his career, Ken was Executive Vice President, North America for Reuters and was based in Washington, D.C. with multiple state and federal government agencies as his customers. He served as a special consultant to government contract market research and analysis firm, INPUT, which was later acquired by Deltek in 2010.

Bill Martin

Biography

Bill Martin is a senior business leader with extensive experience in contract logistics. He has a demonstrated ability to develop and execute operational transitions, strategic initiatives, and solutions to deliver value for organizations and clients. Bill has a strong record of personnel development at the director and site managerial levels. He is a successful leader in profitability improvement and operational excellence within diverse business sectors. Bill presently serves as Logistics Lead for Marine Well Containment Company (MWCC), an independent company owned by 10 major energy companies, committed to being continuously ready to respond to a deepwater well control incident in the U.S. Gulf of Mexico.

Before joining MWCC, Bill served as Senior Director for the consulting firm The Tagos Group, with responsibility for warehouse operations assessments, improvements and design. He has led numerous projects including the design, construction management and operational implementation for a distribution center for a Fortune 100 energy company. Other significant projects included the development and construction of a new Emergency Service Center, supply chain and contractor marshaling yards for an energy sector client.

Prior to The Tagos Group, Bill spent nearly twenty years at Exel, Inc., a UK-based logistics service provider owned by Deutsche Post/DHL. His last role there was as Senior Director of Operations in the Chemical & Industrial Sector. Bill was responsible for the operational and financial performance of multiple clients in dedicated, in-plant and multi-client distribution facilities. He had key account management and operational responsibility for major chemical and energy sector clients.  He has extensive experience in warehousing, transportation, and packaging. He also had financial stewardship for operations with P&L responsibility for revenues greater than $55 million. He led Exel’s Gulf Coast Chemical Operations with responsibility for more than 70 management and 700 hourly associates. Bill has extensive experience in leading start-up operations and restructuring existing businesses. While at Exel, he was directly responsible for the startup and operation of a North American Distribution Center for a technology sector client, leading a team of over 45 management and 400 hourly associates. Bill received his B.S. from Miami University, Oxford, Ohio.
